    The cases mentioned above are nothing when compared to the 1996-2001 and 2006-2011 regimes. Since this he has changed his modus operandi now he is more interested in extorting commission. You will be given a free hand to loot and a sizeable part of it would be going to district secretary and the hierarchy maintained till it reaches முத்தமிழ் அறிஞர் கலைஞர். Decentralised corruption. No one huge corruption but mutiple small corruption. You will be given health insurance private hospital would be roped in exaggeration of financial cost. And intimate nexus would be maintained between government, insurance companies and hospitals. Loyalties would be rewarded through allotment of lands in prime areas. An IPS officer’s reward was allotment of such pecuniary benefits for manning intelligence department. Power centers were created to satisfy various family members. An oligopoly unleashed. Party men, brokers, agents, middlemens, unscrupulous government officials etc will always rejoice for thalaivar’s regime. I only have stated 10% of what happened.


    • Sir, thanks. Many of us know all these. But, how do you think we should solve this vexatious set of problems?

        My suggestion would be judicial reforms. First, addition of capacity in infrastructure. Now judiciary is severely reeling under immense pressure both qualitatively and quantitatively. First reform would be quantitative improvement which has to initiated by union government. But sadly we are not seeing this. Second would be qualitative improvement. Rather than single huge reform there has to multiple small reforms. First bringing in law entrance exam on the lines of NEET. Which is more transparent and also an exit exam should be introduced. Then, law universities should be brought online so they remain transparent. Vice chancellors should be selected meritoriously and not for the highest bidder. Then introduction of judicial services on the lines of administrative services. There will be a language problem here if it is an all india service because most of the civil suits and witnesses will predominantly be in the local languages. So every states should have locally selected sizeable cadres in their own state and when they are elevated to higher judiciary they can be made a true all india service. Which is already present. First the criminal cases should be adjudicated in a time bound manner. Then civil cases can follow the suit. Judges performance has to be measured like that of US by an independent commission. Only then judges will be accountable to their acts. Today he can award bail, delay the case absolute power concentration without any accountability. Whatever he does should be recorded and should be made transparent anyone should see his credentials when he is considered for a promotion. If judiciary is cleaned only then they will punish the society. Only after that problems will be solved. DMK was unstoppable because none of their misdoings were punished. At last, if a case has to registered only law enforcement has the power to file the case only then they go to courts. What if law enforcement is blind to the wrong doings of the ruling party? In most cases they are. For which, an ombudsman should be in place to supervise the investigation of the rulers. But what if such a body brings policy paralysis due to the petty usage of such institutions by the opposition?. நானும் சாம்பலின் குழந்தை தான். கருப்பு வெள்ளை என்று பேசுவதில் எனக்கும் ஒப்புதலில்லை. ஆதலால் இரண்டு தரப்பையும் முன் வைக்கிறேன்.

    Sir,

    Thanks for this. Documenting and digitizing this is essential work.It is painful to see so many young people of my age extolling Kalaignar and his ilk considering the conclusions from this report. I am pretty sure this is just the proverbial tip of the mammoth ice berg underneath. Do you know why this was not taken up further? Wasn’t MGR the CM when the commission produced the report?
